Jay Greene joined ORLO in 2023 and brings 35 years of experience in public finance and budgeting, affordable housing planning, acquisition and development. His experience with affordable housing in our region also includes a comprehensive range of community development functions and activities that is already growing new opportunities for our organization. Jay works closely with the leadership team to ensure overall goals of our current affordable programs are being met and seeks new acquisitions in growing economic markets. 

Jay is passionate about leading the organizations work to advance its mission of affordable housing and community. Prior to joining ORLO, Jay had an extensive career in both the public and private sectors. Most notably, Jay held leadership positions in Baltimore County, Montgomery County and Prince George’s County as Chief or Director of Housing of both Community Development and Affairs. He has also served as Vice President and Regional Director for The Community Builders one of the largest nonprofit affordable housing developers in the country. 

Mr. Greene has B.A. in Economics from the City College of New York, a M.A. in Urban and Regional Planning from the Pratt Institute and an MBA in Finance from Pace University.
